Please note that the change introduces new classes and only make one minor change to existing class LocalDirAllocator - implements interface and exposes a method to get local dirs. So it should not cause regressions. The goal is to let new app masters use this abstraction and as needed change existing app masters. But that is not in the scope of this bug.
