[ANNOUNCE] New Apache Paimon Committer - Junrui Lee

Hi, everyone

On behalf of the PMC, I'm very happy to announce Junrui Lee as the new
Paimon Committer.

His contributions to the main repository span multiple important
areas. In paimon-rust, Junrui has taken substantial ownership of the
read and indexing stack.

Please join me in congratulating Junrui Lee for becoming Paimon Committer!

Best,
Jingsong Lee (on behalf of the Paimon PMC)
