VelocityStrutsTool. Not valid Portlet ActionURL

Hello

now I found out what my problem is. This is org.apache.velocity.tools.struts.StrutsLinkTool. I use this tool to set an action path. It returns a copy of the link with the given action name
converted into a server-relative URI reference for Struts, but not valid Portlet ActionURL. 
How can I convert it.
