If in your "One-Two" example, you intended to have {{CompileStatic}} on {{Two}} then yes, I'd expect that to fail at compile time.
Similarly, for the "One-Two-Three" example, if you add {{CompileStatic}} to at least {{Three}}, I agree the current compilation error is bogus. Additionally, this example fails with dynamic Groovy. I regard that as another issue - I believe known but not deemed as important since it's kind of abusing the inheritance hierarchy mixing in static - but I believe we should look at anyway.
