4.14 release: open JIRA issues

Hi,

Just a friendly reminder: I will be cutting the 4.14 release branch in a
few weeks, and any issues/features not checked into develop at that point
will not make it into the release; the release branch will be frozen except
for critical bug fixes.

Currently, the following JIRA issues have been nominated for the shortlist
for 4.14 [1]. If you see any that you may be able to help with (in any way,
even if only by verifying they are valid, reproducible issues), please add
a comment, or assign the issue to yourself. If you need any assistance,
feel free to ask. Remember, these issues don't fix themselves, and don't
expect anyone else to do it for you. If you want to see a fix make it into
the next release, please contribute!
