Use Quartz to replace the sime Timer object to support those EJB 3.1 new features

Hi, devs:
    I went thought some discussion about using Quartz in the past, seems
that a decsion has been made to use Quartz as the underlying provider for
timer related features. Is it right ? If does, I would like to try to work
on it if no other members have not taken it.
