Description:
Currently Timestamps are added in GMT format. OASSIS WSS page 34 (section 10 Security Timestamps) says that it is RECOMMENDED to use UTC time. This create interop problems, at least in Username Tokens sent to .NET WSE 2.0 SP1 because .NET interprets the time in UTC, then it thinks that it is too far in the past, and refuses it as stale.
