This is per spec and the way jaxws/jaxb work.   When generating code, JAXB expects to have the entire schema for the given namespace/package available to it, not a partial here, a partial there, etc....   

The suggestion is to create an xsd that contains the FULL schema for the given namespace and import that into the other wsdl's that use it.
