[Bug 56454] XSSFSheet.shiftRows(...) and HSSFSheet.shiftRows(...) incorrectly handle merged regions that do not contain column 0.

As far as I could test this is fixed at least after bug 64460 is fixed. I added
the unit-test from this bug in r1883055 to verify this. So as far as I see this
is a duplicate of 64460 and thus fixed now. 

Some more items related to shifting/cloning are discussed in a few more bugs.
