[PATCH] Fix issue #3399

Hi,

I am attaching a patch to fix issue #3399.

Fix issue #3399.

* subversion/svn/util.c
  (svn_cl__get_log_message): Check whether a path is child of base
   directory only if the path is an URL. This has regressed because
   'svn_path_is_child' is more strict these days.
