I ran all Velocity versions against the following template:

{code}
#set($testrun = false)                                                                                                                                                                                               
#if ( ! ("$!testrun" == "true") )                                                                                                                                                                                    
 INSIDE                                                                                                                                                                                                              
#end
{code}

and all versions printed `INSIDE`.

I cannot reproduce your problem.
