Description:
The user should have a cocoon.xconf configuration file available for tweaking and configuring Cocoon components. For example, they need to be able to specify parameters for the "entity-resolver" component, such as the "verbosity" and the "local-catalog".

The 'forrest seed' command does not yet make one available. However, after running the 'forrest' command for the first time, one is available at "build/tmp/context/WEB-INF/cocoon.xconf" and this can be subsequently used to achieve the abovementioned example tasks.
