[CANCEL][VOTE] Release Apache Polaris 1.2.0-incubating (rc0)

Hey All,

Apache Polaris 1.2.0-incubating rc0 was cancelled due to :
1. CHANGELOG.md not having an entry for a breaking change
2. An object provider test (not run as part of CI)
t_pyspark/src/test_spark_sql_s3_with_privileges.py failed due to breaking
change at 1 and tests not adjusted accordingly as per 1.

I will be working towards the 2 identified issue and prepare RC-1
