[Bug 63341] New: Network Emulation by setting cps not working correctly

https://bz.apache.org/bugzilla/show_bug.cgi?id=63341

            Bug ID: 63341
           Summary: Network Emulation by setting cps not working correctly
           Product: JMeter
           Version: 5.0
          Hardware: PC
            Status: NEW
          Severity: normal
          Priority: P2
         Component: HTTP
          Assignee: issues@jmeter.apache.org
          Reporter: chinmay.namjoshi@indegene.com
  Target Milestone: JMETER_5.1.1

Hi,
For mobile network simulation, two methods are mentioned for uploading JMeter
script on Blazemter.

1) user.properties along with .jmx file
2) Network emulator provided on test config on Jmeter
I am configuring value to 15Mbps but getting the avg. bandwidth of only 500Kbps
only.

httpclient.socket.http.cps=1920000
httpclient.socket.https.cps=1920000

Query is how to get fixed avg bandwidth of 1Mbps or 3Mbps.As observation is it
is arbitrarily varying based on number of Vu's. Also same issue is observed on
JMeter as the avg. bandwidth is very less then the fixed value.Is there any way
to fix it to 1Mbps or 3Mbps for the entire test run.

Need resolution on this asap.

Thanks in advance.

Regards
Chinmay
