ConCom has decided that a new list should be used for the upcoming ApacheCon RFP, as none of the current ones are suitable

This new list should be called rfp@apachecon.com, and should be a private archived list. Both posts and subscription requests should be moderated

The initial moderator is nick@apache.org (I'm hoping for another volunteer too though...)
