    Resolution: Won't Fix

The createTemplates workflow is no longer supported.
This was from back in the day where we distributed Visual Studio templates that allowed you to create a new cordova-wp8 project in Visual Studio.

Nowadays, it is expected that you are creating your cross-device project on the command line, and then adding wp8 as a platform.  
If you are looking for a more Visual Studio + wp8-centric workflow, then I recommend you have a look at the Visual Studio Tools for Apache Cordova aka TACO
