Note that there is an article on the Tuscany Wiki (http://cwiki.apache.org/confluence/display/TUSCANYWIKI/Running+Tuscany+with+Java+2+Security+Enabled) that describes how to do this.  Basically, there is a security profile in the maven build to run itests and vtests with security on (mvn test -P security). Or one can run a build with a given security policy (mvn "-Dtuscany.policy.file=file:///e:/tuscany.policy"). So this JIRA is a matter of enabling these profiles in the build.
