> Add a setting to affiliations that limits the max number of concurrent reservations that all users together under that affiliation can have. This would allow an affiliate to have access to all machines in the system, but only be able to use a set number of them at any given time.  Something to think about in doing this is whether or not block allocations should be able to override this number (or maybe override it up to some percentage).
