morningman opened a new issue #1868: Restore job download empty file from repository

   **Describe the bug**
   When doing restore job, it may download some empty files from repository,
   but these file is ought to be with data in it(not empty).
   
   This is because the backup job upload task do not handle the failure of closing
   broker writer, which may upload some broken files.
