The SVN notification doesn't happen any more (long ago, we stopped creating the r1 commit of trunk/tags/branches folders)

Fix for wiki on branch `db/5194` (applies to any new wiki, not just when creating a whole new project)

When a new project is registered, an email is sent with subject `[myproj:wiki] myusername created page Home` and the body is the default content of a wiki page.  That email is not very useful, and seems pretty odd (maybe even confusing) since it's the only email that goes out for a new project registration.
