    Description: Cloud Controller is the centralized system to fire topology related events to topology topic. It can act either on the events it received from other topics and then publish events to topology topic (Instance status received from instance-status topic) or it can itself create events and publish it  to topology (cartridge deployment, subscription, instance spawning and other instance status).
