SMTP Problem

Whenever I try to send an email through my SMTP server via the external 
internet I get this error:

The connection to the server has failed. Account: 'gatsystems.com', Server: 
'smtp.gatsystems.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket 
Error: 10051, Error Number: 0x800CCC0E

However, when I attempt to send an email through my SMTP server via my 
internal network it always works.

On top of that the POP3 portion, receiving emails, works in every situation, 
so it does not appear to be a DNS related issue. Especially since I am able 
to ping it.

Does any one have any idea why this would be occuring?

P.S. - I'd be happy to lend my development support if there is any open 
issues that someone would like me to look into.  I'd be willing to do some 
work on an installation application.  I have Wise's InstallBuilder 8.0
