New component added to jira for spark support

FYI, as a part of the work in HBASE-13992 I've added a component named
"spark" to our jira tracker. This should serve roughly the same goal as the
"mapreduce" component for our integration with that processing system.

There's no component owner[1] listed yet. Figured that would be premature.
