[I] [Templates/ISOs] Remove permissions action doesn't work for accounts if ispublic/isfeatured flag is ON [cloudstack]

Yuliia7-1 opened a new issue, #11454:

   ### problem
   
   When a template is shared with another account and Public/Featured is later enabled, removing permissions for that account does not actually revoke access. The shared account can still see and use the template.
   However, the Reset permissions action works as expected even when Public/Featured is ON.
   
   ### versions

   ### The steps to reproduce the bug
   
   1. As User_1 Open a template with Public/Featured is OFF
   2. Open Update Template Permissions modal
   3. Choose another account from the list
   4. Confirm
   5. Log in as User_2 
   6. Open the shared template Update template sharing modal
   7. Switch Public/Featured ON and confirm
   8. Log in as User_1 and Remove permission for User_2
   9. Log in as User_2 and check the shared template
   
   Actual Result:
   
   Removing permission does not revoke access if Public/Featured is ON — the template is still available to User_2.
   
   Expected Result:
   
   Removing permission should revoke access regardless of the Public/Featured status.
   
   Additional Notes:
   
   Reset permissions works correctly even when Public/Featured is ON (template becomes unavailable to the other account).

   Removing permission should revoke access regardless of the Public/Featured status.

   Thanks for the clarification. I noticed that on the ACS UI, the button for updating permissions is hidden if the template has been shared. I'll close this task.

   @Yuliia7-1 , It seems to me that User_1 should also remove the public/featured flag to “punish” User_2. If a user with access changes the template to public it doesn’t really matter if they have individual access anymore.
