For the fallthrough patch:

HTMLStripCharFilter and UAX29URLEmailTokenizerImpl had applicable warnings, but they are generated from jflex.  I removed the changes for these classes from the patch, but here's a summary:

In HTMLStripCharFilter, I suppressed fallthrough on the nextChar() method.  In UAX29URLEmailTokenizerImpl, I suppressed several "unused" warnings (not really necessary) and added break statements to a couple of cases.
