[Bug 58777] URLs containing a ? are assumed to be query strings

Looks like [L,qdiscard] would work as the proposed [L,nosplit], provided no
further rule needs the query-string (hence the L flag).

BTW, I guess the [nosplit] flag comes from
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=204508, the patch is missing
in bug 24155.
