Broken Arm64 docker images was not reported as "build failed" by build-routine.
The Docker-Toolchain-Trunk job on Jenkins succeeds even if failing to install some packages. ([console log|https://ci.bigtop.apache.org/view/Docker/job/Docker-Toolchain-Trunk/135/OS=centos-7-aarch64/console])
