voting duration

No... it isn't right to say "no new voters". It is entirely possible that
people haven't even *seen* the request for a vote yet. We're talking a
world-wide organization here, across every time zone available.

The general rule of thumb is 72 hours, rather than simply waiting for a
steady state.
