Perhaps I'm missing something, but this doesn't appear to be either a bug, or
even a request for document clarification, but more of a question that could be
asked on a mailing list. You can use IfModule before LoadModule, but it's not
going to do you much good, since the answer to IfModule will be "no", since the
module is not yet loaded. Does that need to be clarified in the LoadModule doc?
