Recently, I have a feelings that Jenkins job queue for Hadoop projects (HADOOP, MAPREDUCE, YARN) seems to be shorter and shorter. Now, it even cannot allow 1 job to run or finish, see: https://builds.apache.org/job/PreCommit-MAPREDUCE-Build/, a job is pending for a long time while no other job is running. I found similar issue last week for Hadoop project (INFRO-10111), but that is closed before it get fixed. 
Please enhance it as our developing process in Hadoop projects are affected a lot.
