[VOTE] Release Apache Airflow 1.10.12 based on 1.10.12rc1

Hello Apache Airflow Community,

This is a call for the vote to release Apache Airflow version 1.10.12.

The release candidate:
https://dist.apache.org/repos/dist/dev/airflow/1.10.12rc1/

*apache-airflow-1.10.12rc1-source.tar.gz* is a source release that comes
with INSTALL instructions.
*apache-airflow-1.10.12rc1-bin.tar.gz* is the binary Python "sdist"
snapshot.
*apache_airflow-1.10.12rc1-py3-none-any.whl* is the binary Python wheel
snapshot.

Public keys are available at: https://www.apache.org/dist/airflow/KEYS

For convenience, RC is also uploaded on PyPI so you can install it using
*pip install apache-airflow==1.10.12rc1*

The Change Log for the release:
https://github.com/apache/airflow/blob/1.10.12rc1/CHANGELOG.txt

The vote will be open for at least 72 hours (2020-08-18 17:10 UTC) or until
the necessary number
of votes are reached.

[CANCELLED][VOTE] Release Apache Airflow 1.10.12 based on 1.10.12rc1

Hi all,

I am cancelling this vote. A KubernetesPodOperator related bug was
reported: https://github.com/apache/airflow/issues/10362

PR for that is already out (https://github.com/apache/airflow/pull/10366),
some of the tests are failing, Daniel is working to fix them (thanks
Daniel) and we should hopefully cut 1.10.12rc2 tomorrow.

@XD: I have cherrypicked your PR to v1-10-test and will so will be included
in rc2

- I notice #8692 (https://github.com/apache/airflow/pull/8692 <https://github.com/apache/airflow/pull/8692>, which was marked milestone 1.10.11) was not included in either 1.10.11 or 1.10.12rc1. Given it’s a very simple change which does not affect/block anything, I would like to suggest: if there is rc2 for 1.10.12 later (I do not hope so though), let’s include #8692 into 1.10.12; otherwise we can update its milestone to 1.10.13.
