Ideally if intra-dc was set below inter-dc, inter-dc would also be lowered. Similarly, if inter-dc was raised above intra-dc, intra-dc would also be raised. After all, all traffic starts as intra datacenter traffic.
Also would be nice to have inter_dc_stream_throuughput exposed via nodetool/jmx
