Bug 7192 had several rules that were expected to auto promote and publish but I
don't believe they ever did.
The concepts for auto promotion should be clarified when the ruleqa machine(s)
are back online and this bug looked at further so that ruleqa can be used for
everything.

Thanks again for being the king of the ruleqa system :-)
For this ticket, I believe this has more to do with force publish and similar.
Do we have a good process for auto promoting rules to be published even if the
S/O says otherwise, for example?

The automc nightly rule promotion is running again. The
ruleqa.spamassassin.org is mostly working. We have some minor issues to work
through on the details results of each rule.
