The logic used to check the user and group in the headroom calculation differs from the logic in the real increase. This could lead to cases in which the headroom says that an allocation fits but the real allocation fails while updating the user quota. The logic should be the same and take into account wildcard quotas.

The headroom for a user can also not change inside the scheduling cycle and should only be calculated once per application. Currently this could happen multiple times if there are multiple outstanding asks.
