To most people who are used to using Solr, this development process will seem weird and over-complex - because the blob store functionality isn't yet much used.

Can't we have a mode where you just treat your JS the same as the rest of your configs? And also a more advanced mode to handle dynamically uploaded/signed JS like the one you are proposing above?

What does this development process give us that we wouldn't have with a file on the filesystem?
