   this implementation looks complicated.
   IMHO, if cloudstack allows admin to change a template from USER to SYSTEM, it is good enough for me.
   
   steps 
   (1) register template or upload template from local
   (2) change template type from USER to SYSTEM
   (3) change global settings to use the new template per hypervisor.
