web console - general question

If WC starts embedded broker why not use it as a main one instead part of
network brokers?
Than we can have simple war which is easier to deploy - f.e. for some users
who have rights to manage tomcat but not to manage the system.
Does running in tomcat have big impact for max amount of RAM which can be
used be activemq?
Are there any other possible problems which might occure when running inside
Tomcat in comparison with  regular ActiveMQ.

If it is not problematic why not make a link to war file on download page
which will download the web console with embedded broker?
