Parameter to external service dissapering

Hello,

I am losing parameters when calling a External Service where one of
the parameters contains a # . I have posted this to the dev-list
first but it didn't arrive, so i re-post it to the user list.

The url is created using the ExternalLink component from Tapestry 3.0.3
with the following parameters:
*AddInstancePage
*http://www.mysite.com/ns#Concept
*instance

http://localhost:8080/my/app?service=external/AddInstancePage&amp;sp=SAddInstancePage&amp;sp=Shttp%3A%2F%2Fwww.mysite.com%2Fns%23Concept&amp;sp=Sinstance&amp

When the External Service is call and activateExternalPage is fired a
there are only 2 parameters and the last one is only partial.

*AddInstancePage
*http://www.mysite.com/ns


So everything behind the # is gone, what has happend to the part
behind the #? And how can I fix this?
