[~bmahe] I think what you're looking for will be addressed here BIGTOP-1007
When the initial Phoenix integration happened we decided to go ahead and make it user's responsibility to manage HBase's classpath manually until BIGTOP-1007 arrives.
Feel free to close this as a dup of BIGTOP-1007
