Why do you want to put these properties on both the exchange and the message ?
I think one location should be sufficient, but I have not find an easy mechanism to determine it yet.
I think all things related to the whole exchange (they apply to both in and out messages, or none) should be put on exchange properties and things that do not apply to the answer should be put on the input message.  These properties fall into the second category i think.

I think we should also add the full request url...
