This was implemented in Apache 2.4 as the Drain status, a separate
configuration from the LoadFactor.  I noted a "backport ... to Apache-2.2" as
attached, which introduces the Drain status to Apache 2.2 as it would be in 2.4
rather than accepting LoadFactor 0.
