I don't know enough about ActiveMQ to say whether the issue discussed at [https://mail-archives.apache.org/mod_mbox/activemq-dev/202106.mbox/browser] might be related to HTTP2 (still investigating that), but the ~65000 bytes mark is the exact same mark that was fixed in Tomcat 9.0.45. I don't see a lot of reason in requesting the upgrade to Tomcat 9.0.45 since 9.0.46 is out, but if there is some reason to, then 9.0.45 would fix the issues I know about. The HTTP2 code was completely refactored in 9.0.45 by Mark, so it's a good place to be going forward regardless of the specific issue in the mailing list.

The previous task I cloned this from was pretty bare-bones. Please let me know if any additional information is required.
