Special Character

Dear All,

I have been getting some special characters on Netscape Browser (4.79).
In IE it works ok.

I am using struts tag library for display of these JSP pages.
If i copy some of these special character  from browser and paste them
in Notepad
then surprisingly all of these special characters convert into proper
words.

I have not used lacale for form tag.

Does anybody knows what the problem might be.
