   > IMO, SYSTEM_BUSY indicate broker is busy, retry send would weight broker load. Customer can select waiting a moment, then resend message. I think it will be a better choice.
   
   
   When the infrastructure is in unstable state, Even if the tps is very low, it can also happens system busy.
