Is there a JIRA which closure would indicate DataSource API V2 is done and this PR would then go futher? Is that [SPARK-25531](https://issues.apache.org/jira/browse/SPARK-25531) or [SPARK-22386](https://issues.apache.org/jira/browse/SPARK-22386)?
I am asking as my PR #22143 depends on this PR.
