update - JDK compatibility

Hi,

Just wanted to send this note to my fellow developers. Had a chance to
test the latest Velocity against JDK 1.3.1, 1.4.2. 1.5, and 1.6.  "ant
test" now passes with all of them.  (was failing with JDK 1.3.1).

I've also fixed a bug in "ant package" that made "ant test" fail with beta2.

I suggest we fix a couple of new bugs (VELOCITY-504 at the very
least), then release a beta 3.
