### Description of PR
Currently, when one of the Dockerfiles (located at https://github.com/apache/hadoop/tree/trunk/dev-support/docker) changes, all the platform builds are run.
For example, a change to `Dockerfile_debian_10` would trigger a run for `Centos 7`, which isn't relevant.
This leads to unnecessary delays in PR validation.
This PR limits the changes specific to the platform for the case where the corresponding Dockerfile changes.
### How was this patch tested?
Jenkins CI validation.
