   `rat` is a tool used by many projects to scan for license incompatibility.   We use `weasel` instead.   The `.rat-excludes` file can be removed from the repository as it's no longer used.
   
   To scan for licenses,  do: `./pkg -v weasel`.   This is run automatically with each master and PR build.
