In order to have the closest approximation to the current state at next Orchestrator (OR) boot, it should do a checkpoint when a shutdown request arrives.
Presently, no checkpoint is done at shutdown request time. And if a Job has processed 20 work items, once the OR reboots the Job will be canceled (as expected) but will likely show 0 work items completed on the WS Jobs page. But drilling down to the Job details one would discover that these 20 work items were indeed completed.
