[RESULT][VOTE] Graduate Apache Kudu as a TLP (v2)

With 12 +1 votes (11 binding, 1 community and 6 overall IPMC members) and
zero negative votes, the community vote for Apache Kudu (incubating) to
graduate from the Incubator and become a Top Level Project passes. I will
get the Incubator PMC VOTE started later today and CC the dev@kudu list.
